A member of the ANC's National Executive Committee, Dickson Masemola, believes coalition governments in metros are to blame for a lack of service delivery.
Masemola addressed the issue during a media briefing at Luthuli House in Johannesburg on Wednesday.
He said the instability of coalition governments has led to a decline in governance, financial administration, and service delivery across South African municipalities.
This comes amid multiple leadership changes in Johannesburg, Ekurhuleni, and Tshwane.
He urged voters to "give the ANC a chance" to restore the City of Johannesburg.
"The leadership characterised by coalition dynamics in these big cities and elsewhere, unavoidably, has brought all this that we are going through now, which has become permanent systemic problems, which were not there before," said Masemola.
Masemola, who serves as the chairperson of the ANC's sub-committee on local government and Deputy Minister of Cooperative Governance and Traditional Affairs, argued that coalitions have created unstable, highly fragmented local governments with competing and divergent ideological policies.
"We want to basically restore this city to its glory, but we can only do so if the people of Greater Johannesburg give the organisation, the ANC, the absolute authority without any hesitation," he said
He added that the ANC has the necessary capacity, policy, and requirements to get the city back to 'where it is actually supposed to be.
"Therefore, the 257 jurisdictions in terms of war municipalities are what we are going to be contesting, and we're looking forward to the greatest victory of our times as we recapture this lost space," he said.
"We'll (ANC) be taking back power of governance, of good governance, better financial management, better systems, institutional capacity, including maintenance, and as well as infrastructure delivery in a manner consistent with quality, with sustainability, and as well as the reliability of services," said Masemola.
